I don't drink coffee so I get a smooth when I stop by. Very good and the homemade products are excellent. Beautifully decorated and a very pleasant place to relax. I certainly recommend it.

Unfriendly service. Even though there were three people behind the counter and the cafe, was only half full, the person who served us acted like she was doing us a favor. The coffee was good. The latte was lukewarm and more like coffee-flavored milk than a true espressso-based beverage. However the cake was delicious. The whole experience could have been a much nicer if only we hadn't felt like we'd ruined someone's day just by walking into their shop.
The only restrooms offered were the public ones outside which didn't have soap, hot water or towels. I hope those restrooms aren't the same ones the staff use while handling food.

Service is excellent and the breakfast burrito is the best that I have ever had. Prices are very fair and it is a very pleasant place to relax and have your coffee.

The Bell & Whistle Coffee House is a very visually appealing, near beach located cafe. Both drinks I've had here are good enough for the price and view of the harbor. Unfortunately, their customer service is sub par.
I visited this location two or three years ago while on vacation and brought my backpack in which I carry my laptop. When exiting and reentering the cafe I noticed they had a sign saying backpacks weren't allowed which seemed strange. However, to be submissive, I asked if it was okay to have my backpack in the cafe, and the lady behind the counter almost accused me of being some kind of street urchin. Not a pleasant experience.
During my next experience, I bought a $4 mocha and started getting set up to do some work when I realized I was hungry. Not wanting to pay high prices for their food, which is quite a small selection, I went next door and got a Cup O Ramen. I returned and asked for a cup of hot water which they gladly handed over, however the irritation is the lady who served me leaked through in her tone of voice when I asked if they had a fork. Great, I thought, this place hasn't changed.
I settled into my seat and while watching a YouTube video with my headphones in and my Ramen and $4 mocha, the same irritable lady interrupted me and told me no outside food or drinks were allowed, twice in front of everyone. I considered pointing out that I had already spent money, but decided against a scene and after a few moments took my Ramen outside to finish eating. However, I felt quite embarrassed and considered asking for a refund because my experience, again, was extremely unpleasant.
If you minimize your interaction with the customer service at this cafe, you may have a good experience. But after twice feeling humiliated and embarrassed by the abrasive and authoritarian method of their customer service, I personally will think twice before subjecting myself to this cafe, which in contrast to the many other cafes I've visited around the world, from China, to Korea, or even Saudi Arabia that are very accommodating and kind, The Bell & Whistle Coffee House treats people like it's a privilege to be in their coffee shop. Technically, it is. But emotionally, it's not.

Love this coffee shop! All drinks are very tasty and the staff are always cheerful and friendly. We visit Brookings every 6 months and always come here to do our daily 2 mile walk and then embibe in yummy espresso drinks.

I love this coffee house because of the quality ingredients in their teas and coffees, along with the book store type environment. Especially calming to me was their gentle enforcement of the mask law to all who come through the door.

Sweet little coffee place at harbor/marina/fishing dock. Comfortable for hanging out and reading a book or surfing on computer or phone. Hot chocolate special was delish, but I expected more with the presentation. Was given a covered to-go cup when I was expecting a ceramic cup (as seen in a photo of their special). Enjoyed the drink, though!

great name, nice drinks. if you don't know what to order like me sometimes, they have specials with pictures which makes for an easy order. nice bagels and sandwiches. you can play a variety of their board games with friends.
