Ottumwa is charming, but the city needs to reach out to businesses outside of Ottumwa to spur the local economy. Local businesses should package and sell events: corporate retreats, corporate business christmas parties, fourth of july weekends... Etc. Combined lodging, food, planned quality entertainment into packages for groups works for a lot of small charming cities. Frankly, watching the local obesity epidemic as it gathers around a buffet-trough is not too fun. As for 2nd st: The food at second street cafe was fine.

Never been there before, good food, right prices, good location, check them out. Right next to the Ottumwa hotel on 2nd street.

Service was terrible. Waitress threw silver ware on table. Took forever to get refill on drinks. Everytime we asked for something it made her mad. Won't go back when I come back to visit.
