I have been a customer for over 40 years. Yesterday they refused to sell me $2 in gas because, and i quote the new owner "The register is too full. You need to bring me something else!" It seems to me that if I were a store owner, and my register was full, i believe that I would rather keep the overflow money in a brown paper bag than to turn away a paying customer.
